Tweaks are game settings that change minor aspects of a game. While many tweaks could be considered QoL, they aren't exclusively so, and have a broader scope of changes that reach beyond.
For example, damage multipliers, toggling glitches (as apposed to QoL just fixing them), Manually setting story flags/progression. Some of these kinds of settings are more made for tinkerers of a game instead of existing for a QoL enhanced casual playthrough.
